According to Bridge Michigan, the Ford-CATL battery plant in Marshall, Michigan, received nearly $1.7 billion in state incentives, including direct grants and tax breaks aimed at attracting the project. The article documents that state officials and analysts have discussed both the potential benefits and financial risks associated with such large-scale, high-technology manufacturing investments. A 2023 report from the U.S.-China Economic and Security Review Commission states that CATL is a major player in China’s electric vehicle battery supply chain and is described as having close connections to Chinese government authorities, including alignment with national policies. The report documents that CATL’s operations have benefited from government guidance and that company leadership participates in Chinese Communist Party activities, in line with practices among large Chinese industrial firms. These details are presented in the commission’s analysis of China’s global industrial strategies.

Politico reported in 2023 that Congressional leaders had launched an investigation into Ford’s battery deal with CATL, focusing on risks from doing business with companies under CCP control. The House investigation was motivated by concerns about American autonomy and efforts to prevent CCP expansion. The probe underscored congressional intent to keep CATL out of domestic battery production.
