Rep. David W. Martin from Davison spoke on the House Floor in support of House Bills 4027 and 4028, which aim to restore local control over siting for large-scale energy projects. The bills propose repealing a 2023 provision that removed this authority from local zoning entities, affecting projects such as wind, solar, and battery storage facilities.

Martin emphasized the importance of addressing constituents' concerns regarding renewable energy initiatives. "When residents have concerns about renewable energy projects in the community, they come to their elected representatives since they’re not able to reach the unelected bureaucrats who currently are in charge of this process," he stated during his speech. He further added, "This is one of the top issues they want addressed by the legislature in 2025. Government overreach was wrong 250 years ago, and it is still wrong today."

The bills successfully passed the House on Wednesday afternoon. If enacted into law, these measures would return siting decisions for significant renewable energy projects back to local authorities.
